National conference on “development of cultural industries in Vietnam” in 2023

On the morning of December 22, at the Government Headquarters, the National Conference on “Development of Vietnamese Cultural Industries” in 2023 was organized by the Government Office in collaboration with the Ministry of Culture, Sports and Tourism. Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha co-chaired the conference.

Also attending the conference were comrades: Nguyen Van Hung, Minister of Culture, Sports and Tourism; Le Minh Hoan, Minister of Agriculture and Rural Development; Nguyen Dac Vinh, Chairman of the National Assembly’s Committee on Culture and Education; Trinh Van Quyet, Deputy Director of the General Department of Politics of the People’s Republic of Vietnam; Do Tien Sy, General Director of the Voice of Vietnam; Le Quoc Minh, Editor-in-Chief of People’s Newspaper… together with leaders of central departments, ministries, branches, leaders of provinces and centrally-run cities; representatives of associations, organizations, enterprises, investors, experts and artists operating in the field of cultural industry.
This is the first conference, which can be considered as the “Dien Hong Conference”  on the development of cultural industries in Vietnam and has a particularly important significance on the development of cultural industries  in Vietnam, taking place in the form of face-to-face at the Government headquarters and connected online to the headquarters  of the  Ministry of Culture,  Sports and Tourism along with bridge points headquarters of People’s Committees of 63 provinces and centrally run cities.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh pointed out that Vietnamese culture is the result of thousands of years of creative labor, resilient struggle to build and preserve water of the Vietnamese ethnic community, the result of exchange and absorption of the quintessence of many world civilizations to constantly improve. Vietnamese culture has molded the soul, mettle and bravery of Vietnam, heroic, hospitable, loving friends, radiating the glorious history of the nation.

According to the Prime Minister, talking about cultural industries refers to industries that produce artistic and creative products, which are tangible or intangible in nature. By exploiting cultural values and intellectual, socially and culturally significant products and services to obtain economic benefits.
In the world, the development of cultural industry is taking place strongly, is a trend and gradually becomes an important driving force for the economic and social development of countries. Vietnam is assessed to have many potentials and advantages for cultural industry development.
Over the past years, the Party and State have promulgated and effectively implemented many guidelines, guidelines, policies and laws for the development of culture and cultural industry. In particular, Resolution No. 03-NQ/TW dated 16/7/1998 defined “The general direction of our country’s cultural cause is to promote patriotism, the tradition of national unity, the sense of independence, self-reliance, self-reliance to build and defend the socialist Fatherland, build and develop an advanced Vietnamese culture,  imbued with national identity, absorbing the quintessence of human culture, making culture deeply permeate the whole life and social activities…”. Resolution No. 33-NQ/TW dated 9/6/2014 sets out the objectives and requirements  “Building a healthy cultural market, promoting the development of cultural industry, strengthening the promotion of Vietnamese culture”. Vietnam’s strategy for the development of cultural industries to 2020 with a vision to 2030 affirms the view: “Cultural industries are an important constituent part of the national economy. The State shall create favorable conditions in order to attract maximum resources from enterprises and society to develop cultural industries.”
In particular, the XIIIth Party Congress set out the task: “Urgently implement the focused and key development of the cultural industry and cultural services on the basis of identifying and promoting the soft power of Vietnamese culture”. At the National Cultural Conference in 2021, General Secretary Nguyen Phu Trong outlined 6 major tasks, including “urgently developing cultural industries, building healthy cultural markets“. The Prime Minister affirmed that, with the special attention of the Party and State and the participation of all levels, branches and localities, over the past time, cultural industries have gradually become important service economic sectors; The investment of capital in cultural industries has promoted the cultural industry market to make new strides, contributing positively to socio-economic development. However, compared to some other industries, our country’s cultural industries have not yet brought into full play their potential and advantages.
View of the Conference
In order for our country’s cultural industry to soon develop quickly, sustainably, effectively exploit potentials and strengths, the Prime Minister said that it is necessary to have a strong change from awareness to action, renovation of thinking, breakthrough in the way of doing and building Vietnam‘s cultural industry “Creativity – Identity – Uniqueness – Professionalism – Competition” on the cultural foundation of “Ethnicity – Science – Mass”  of the Outline of Vietnamese Culture in 1943.
At the conference, Minister of Culture, Sports and Tourism Nguyen Van Hung assessed: “The cultural industry is becoming a trend and is determined to be an important and sustainable part, contributing to the growth of the country. Looking back on the 7-year journey of implementing the Vietnam Strategy for the Development of Cultural Industries (Strategy 1755), with the close leadership and guidance of the Government, the Prime Minister, the efforts of ministries, branches, localities, the companionship of the people, the business community,  The development of Vietnam’s cultural industries has achieved some outstanding results: In 2015, cultural industries contributed 2.68% of GDP. After 3 years of 2016, 2017, 2018 implementing the 1755 Strategy: in 2018, 12 cultural industries contributed about 3.61% of GDP. In the period from 2018 to 2022, the production value of Vietnam’s cultural industries contributed an estimated VND 1,059 million billion (USD 44 billion).
In the past 5 years, the average growth rate in the number of economic establishments operating in cultural industries has reached 7.21% per year. In 2022 alone, there are about 70,321 establishments operating related to the cultural industry and the average workforce attracts about 1.7 million to 2.3 million people, an increase of 7.44% per year. Comparing our statistics after 07 years with the general situation in the world, it can be seen that Vietnam is a mid-range country in terms of cultural industry development and has a lot of room for development”.

Cultural industry is a new industry group, demonstrating that it is a group of industries with national advantages of Vietnam, contributing to increasing the competitiveness of the economy and promoting Vietnam’s image to the world. This is an industry group with the value of exported goods and services increasing quite quickly recently. In general, cultural industries have a higher ratio of added value to production costs, contributing to saving resources, combining and promoting natural, cultural and national identity factors and meeting sustainable development goals.
At the Conference, besides the panorama of the development of cultural industries in recent years, delegates also assessed the development status of each field of cultural industries including cinema; travel; performing arts; fine arts, photography and exhibitions; advertise; architecture; design; publish; fashion; television and radio; handicrafts; software and amusement games. Representatives of ministries, branches, localities and representatives of a number of associations, experts, scientists and enterprises related to the field of cultural industries also gave speeches to evaluate and share the results of the development of cultural industries in assigned fields,  share good models, creative ways of managing and investing in cultural industries, raise barriers and challenges and propose directions, solutions and mechanisms and policies to overcome difficulties, promote the development of cultural industries…

In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the preparation, reports and comments at the Conference; assign the Ministry of Culture, Sports and Tourism to assume the prime responsibility for, and coordinate with VPCP in, receiving comments; soon complete to submit appropriate documents after the Conference, the spirit is that after the Conference there will be changes in awareness, thinking and action, creating specific products and results for the development of the cultural industry.
Recalling the contents of resolutions and strategies related to the development of cultural industries, Prime Minister Pham Minh Chinh assessed that Vietnam’s cultural industry initially developed and achieved some encouraging results, some sectors gradually rose to become important service economic sectors,  contribute positively to economic growth and job creation; meet the needs of creativity and cultural enjoyment of the people and contribute to promoting the image of the country and people of Vietnam.
The Head of Government thoroughly understands 6 viewpoints in the development of the Cultural Industry. In particular, the development of the Cultural Industry must make an important contribution to building an advanced Vietnamese culture imbued with national identity; placed in the overall socio-economic development; connecting creative, cultural and artistic activities with production and business, ensuring unity, synchronization and harmony; based on innovation, science and technology and protection of intellectual property rights; develop with focus and focus on the Cultural Industry in the direction of professionalism, modernity, dynamism and high competitiveness, at the same time diversifying and linking multi-sectors and multi-fields; in accordance with the basic laws of the market economy and the trend of the times.
The Prime Minister assigns specific tasks to ministries, branches and localities. In particular, the Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with concerned ministries, agencies and localities in, completing and submitting the draft Resolution of the Government on major tasks and solutions to promote the development of cultural industries, mentioning the task of promulgating the Strategy for the development of cultural industries in the new period; building typical cultural industry products and services associated with regions and localities, and at the same time effectively participating in the supply chain of cultural tourism activities; research and propose specific mechanisms and policies to support and encourage organizations, enterprises and individuals to participate in the development of cultural industries, participate in the creation of cultural products and small and medium enterprises; study the establishment of funds to support investment in creative development. Along with that, building a database and forming a digital map of cultural industries; strengthen the protection of intellectual property rights of copyright and related rights in cyberspace and the digital environment. Develop a set of statistical indicators on cultural industries; propose the development of plans to renovate training activities and improve the quality of human resources for the development of the Cultural Industry; promote information and propaganda on the Cultural Industry in the mass media and digital platforms; organize annual events at national and international levels to connect, exchange, promote and introduce cultural industry products and services, integrate tourism promotion activities; announce, introduce and honor individuals, units and enterprises with many effective contributions.

Ministries, branches and localities shall study and propose the development and completion of relevant mechanisms and policies, including investment incentives, public-private cooperation, public asset management, taxation, value-added tax refund, credit access for enterprises and organizations, etc  individuals who invest in cultural industries, especially in areas with potential, advantages and small and medium enterprises. Calculation agencies set aside preferential credit packages (about VND 20-30 trillion in the short term) for cultural industry development.
The associations further promote the role of connecting the business community in the field of cultural industry. In particular, actively participate in and organize trade promotion and promotion activities; guide and support enterprises to operate, get rich legitimately, comply with the law and guidelines and policies of the Party and State. Promptly detect and synthesize opinions of the business community to propose and propose to competent state agencies for settlement.
Enterprises promote dynamism, creativity and the driving role of enterprises in promoting and developing cultural industries. Promote connectivity, cooperation for mutual development. Renovating business models, restructuring businesses associated with digital transformation and innovation and creativity; proactively improve management capacity, quality of products and services. Build a corporate culture, say no to negativity. Raise awareness and responsibility to society and community; participate in environmental protection, preservation and promotion of national cultural identity.
Experts in the field of cultural and creative industries: Continue to promote their enthusiasm in researching and creating works and products of cultural industry, creative industry, meeting the needs of cultural enjoyment of the public. The Government, the Prime Minister, ministries, branches, localities and related agencies always accompany to support and create conditions for cultural experts and activists with unlimited passion for creativity.
The Prime Minister said that one conference cannot solve all the problems raised, but believed that after this conference, we will be more confident, have a new spirit and new motivation to develop the cultural industry.
