On 28th August,2021, Copyright Office of Vietnam has participated in the virtual conference “Comment on the draft Law amending and supplementing some articles of the Law on Intellectual Property”  held by the Law Committee of the National Assembly and the Institute Legislative Studies, the National Assembly Standing Committee with the chairmanship of Mr. Hoang Thanh Tung, Chairman of the National Assembly on Legal Affairs; Dr. Nguyen Van Hien, Director of the Institute for Legislative Studies ; with the participation of members and agencies in the Drafting Committee of the Law Project.

The conference took place with 7 presentations and discussions and comments on the Draft Law amending and supplementing a number of articles of the Intellectual Property Law on the provisions on narrowing of infringement acts. intellectual property rights are administratively sanctioned ; provisions on copyright and related rights concerned ; the granting of the right to register inventions, industrial designs and layout designs is the result of scientific and technological tasks using the state budget ; regulations on industrial property rights ; regulations on rights to plant varieties ;the provisions of the draft Law amending and supplementing a number of articles of the IP Law in order to ensure the implementation of IP commitments in international treaties ; and Overview of the Draft Law amending and supplementing a number of articles of the IP Law (layout, legislative techniques, general provisions and other parts…).

Some the content of copyright and related rights were discussed at the meeting as the prescribed limit, the exception in Article 25, 25a, 26, 32, 33 of the  Draft Law; synchronous regulations related to the transfer of rights to state-owned intellectual property rights in the field of copyright, related rights and industrial property rights; provisions on co-author Article 13a of the Draft Law and Article 38 of the Law on Intellectual Property Law currently operating ; regulations related to technological measures to protect rights in Articles 4, 28, 35, 198 of the Draft Law.

Listening to discussions and exchanges at the Workshop, the Drafting Board and agencies directly implementing the Law on Amendment and Supplementation to a number of articles of the Intellectual Property Law will collect opinions to complete the project to improve the Draft.

Speaking at the closing of the conference, Mr. Hoang Thanh Tung, Chairman of the National Assembly on Legal Affairs emphasized the requirement that the Law on amendments and supplements to a number of articles of the Intellectual Property Law must ensure implementation. commitments that Vietnam has signed in the CPTPP Free Trade Agreement and new-generation free trade agreements such as EVFTA, UKVFTA, etc. This Law amendment project is expected to provide a solution to deal with the problem. management, effective implementation measures to solve problems that the current Intellectual Property Law has not yet met. On the basis of practical science and gathering the intellectual strength of experts, scientists, and business organizations , Mr. Hoang Thanh Tung expects that the Law Amendment Project will soon come to life, especially in The Fourth Industrial Revolution.
